Commission changes on the validator set

A public record of validators that move commission close to an epoch boundary. The pattern to watch is a validator raising commission to 100 percent in the final blocks of an epoch to capture the full reward, then returning it to a normal rate once the new epoch begins.

Commission on Quantova ranges from 0 to 25 percent under Nominated Proof of Stake. Any move outside the expected window, or a spike that times the close of an epoch, is logged here for nominators to review before they allocate stake.
